On Monday, March 31st, the Kentucky General Assembly approved a two-year spending plan for various Kentucky government services, including childhood education. The $20.3 billion budget passed in the House by 89-11 and in the Senate by 37-1 after an extensive weekend discussion. Though Democratic Gov. Steve Beshear proposed full restoration of cuts made to the Kentucky Child Care Assistance Program (CCAP) in 2013, the approved budget would not fully restore these cuts until 2015-2016. Beshear’s proposal added $53 million in 2014-2015 and another $58 million in 2015-12016. Instead, the General Assembly’s budget would allocate $39 million for 2014-2015 and the full restoration amount, $58 million, the following year. Though funds may support improvements and accessibility of child care in Kentucky, it remains unclear exactly how funds will be spent.
